美国联邦通信委员会（FCC）近期通过了FCC 22-84 [1]关于通过设备授权计划防止通信供应链受到国家安全威胁，禁止对FCC涵盖实体清单上的实体生产的电信设备和视频监控设备进行设备授权。根据该计划，FCC于2023年1月24日发布KDB 986446文件，对FCC 22-84中建议的新涵盖设备规则如何影响TCB设备授权流程提供指导，并于2023-02-06更新了FCC 47 CFR part 2的认证要求。

申请商递交认证申请要求时，需提供一份书面签字证明，证明自向TCB提交申请之日起：申请商及其将要申请的设备，不在美国发布的实体禁止清单内；
申请商递交认证申请要求时，需要递交代理信，指定美国境内的代理接收传票。并且申请人需确保其产品终止所有营销和进口，或在任何涉及该设备FCC相关程序结束后，代理商仍需提供不少于一年的代理义务，以较晚者为准。如果申请商在美国境内，那么申请商可以作为代理签署文件。
